A lack of linearity doesn't just mean there are more pathways to get where you want to be; it also means that there are so many more ways things can go wrong. For some reason authority in general seems to delight in this uncertainty, because it means you no longer have to reward subordinates for their desirable traits - you can keep picking on them for the traits they lack.
