As much as education has constantly been harped on as some great equaliser between rich and poor - it wasn't always that way. As recent as the 19th century, the belief that school took away hustling time was the majority school of thought until the Victorian government made schooling mandatory. Why invest in people when you need them to work on menial minutiae that nobody else wants, right now?
