There was quite a few layers to Victorian clothing: the chemise (smock), drawers (underpants), corset, petticoat(s), shirt, skirt and perhaps a jacket. Not to mention the voluminous fabric at the shoulder for those big, puffy, sleeves. One source I found online said an outfit could weigh 8-12 pounds! Suffice to say it would be heavy when wet, no wonder Mina is hugging and puffing.
