The reason why no one stopped Roseeta from escaping was because this was all staged. It was a plan made by Roseeta before they made it to Pipers house. All the people there will confer Timmy after everything is done. Btw despite hearing the entire plan Piper was the only one who didn't know what was going to happen because she zoned out.
