This comic is regarding the Nepal government taxing on books recently. Despite the fact that books (novels etc) were imported from India with a legit license to distribute within the India's subcontinent, bookstores and resellers were forced to pay additional tax in USD instead of indian currency. As a result many bookstores in Nepal were not able to afford to import books here and some closed!
