Creator
The flagrum was an ancient Roman punishment of offenders, and usually prior to the carrying out of the death penalty. So hideous was the punishment that the victim sometimes died before the actual execution could be carried out. When Pilate said he would have Jesus flogged, he was referring to a punishment that could have killed Jesus.
