I've said before that Mad Supers are stronger then normal supers. To some extent, it's physical, Mad Supers are stronger then normal people, but a character like Jabali who's power is mostly physical strength would be overall stronger then a Mad Super who's power is razor wings. Beyond that, though, there is, effectively, two "tiers" of powers.
