Casey's character is partly a homage to a certain anime/manga character, one which I think fans of the anime/manga may be able to pick up on (plus his name is a total shout-out to Ninja Turtles). Otherwise he's based on a real life person... but I can't actually say who it is just yet, as it'll give away a major plot point about him...
