The year is 1971. The world is full of both powered and non-powered people. GLOBAL, a law enforcement and social service agency with direct jurisdiction over preternatural events and people, has just opened a new Embassy in the metropolis of Twilight City. Led by the enigmatic and undead Captain Ledger, the GLOBAL agents are ready to face any threat. An assassination attempt on the Captain sends the agents after an elusive target that doesn't want GLOBAL's presence in "their" city.
