Torture is unreliable for interrogations - the afflicted will just say whatever they think will stop the torture, regardless of truth. Truth spells and potions are also flawed - they prevent the afflicted from telling lies, but are easily thwarted by one's ability to remain silent. The Confessors, innovators that they are, have elegantly solved the problem by combining the best of both techniques.
