The eighties went mildly dystopia. All crime is punishable by death. Criminal activity has mostly disappeared and the only things left to arrest are tiny things, like littering or pirating anime. A series of graffiti and vandalism cases start popping up out of nowhere, and an officer is tracking them down. Also there might be puns. lots of puns.
