We have one through your job description & reference web apps links and as per our understanding, you want to develop a web app where the user can see, read & ad-graphic comics & novels especially the anime cartoons of different genres in different available languages. It would be a scanlator web app (Scanlation is the fan-made scanning, translation, and editing of comics from a language into another language.) where users can also translate and edit comics and novels from one language to another
