Former washed-up actor and current washed-up general Berlin Sonneshein has discovered that the crazy dictator he paid to build him a military base also promised it to his political rival, Neil O. Nagi. Having already lost WWIII in the nuclear in a nuclear cascade, he decides to get control of the base by being as annoying as possible until Nagi just gives it up. It's not a plan that's likely to succeed but at least it's fun.
