The ocean is getting deeper. People have moved underwater in droves. They live in cities, and adapt to the ocean floor by taking traits from aquatic life. Even so, conditions are bad and indifference is rewarded. This story follows a bunch of guys living in one of the outer cities. All it takes to change things is someone with an idea. It's up to them to go deeper.
