During the 19th century in London, Florence got separated from her parents at a young age. She tries to survive by getting involved in shady business. Meanwhile, in the narrow streets of London, wealthy little girls mysteriously disappear. Women dressed in blue seem to be the abductors. Florence and a private detective follow the clues to unravel the mystery of the women in blue.
