People do bad things because their souls are still learning. Everyone has done something bad in their life, and if not in this one, in their previous. We live to grow and understand a valuable lesson, and then we die and revive again for the next lesson. It is a constant vicious cycle that we cannot escape from. You are forced to either develop your consciousness or die not learning your lesson.
