Allan Sparkem has come to Spotlight City to become a musician, but Bobo, a magical refugee from Eurekaland has bestowed upon him the Resonance Effect which enhances his talent and ability to connect with others through music. But becoming a pop-star is only half the equation. The Silence Queen aims to destroy the Web of Inspiration. The inspiration Allan creates from his music career fuels his Dr. Spotlight alter ego, who harnesses the Resonance Effect to purify Hollow Notes.
