In the far future, scientists discover a method of harnessing energy through emotions, and the government initiates a top-secret project where death row inmates are used to create weaponized human cyborgs with cutting-edge technology. However, due to an accident, the cyborgs manage to break free from the scientists' control and launch a massive massacre across the city. Will anyone be able to stop them?
