every human has the psychic capability to bend a spoon to leveling cities, it all is luck of the draw. it’s just illegal to use them beyond mundane tasks. There’s always been a desire to use them like in those shows. Unfortunately, only government personnel are allowed to use them that way. worse yet, only demigods and reformed thought criminals can fight with magic and psychic powers. But hope isn’t lost there’s only one other profession that can use powers, re-education.
