Babies started to be born with powers like no other, some going to the good side and some going to the bad. The goverment of course tries to get their hands on these babies, most they do. Project : Law was started by the goverment to train these people to control and master their powers to become 'Police'. They will take out mass criminals with powers like them. Some graduates under 18 have been sent to highschool to learn how to be a teenagers and also to defeat crime.
