In a city divided by gangs, being a "Charmer" is extremely dangerous. "Charmers" are people with the power to manipulate other people only through eye contact and requesting them to do something. This means a lot of people want to abuse their power and especially gangs love to own a "Charmer". This is how Vasuki, a vital member of Pāmpu, gets to know Yenene, a "Charmer" she is supposed to kidnap.
