When Khan suddenly disappears and dies, the steppe falls into drought and chaos that lasts for 300 years. A cult rises in his name, seizing power and imposing new laws across the land. The main character, Ai, is a stubborn young man who refuses to obey foreign beliefs or rules. He seeks freedom, even if the whole world stands against him. Dee, on the other hand, believes Khan is still alive and will one day return to end the drought and save the steppe.
