Humans are born evil. Medius City is the last civilization that hasn't been destroyed by Malum, a biological mutation that gives every human the desire to harm others. With the discovery of wonder drug Quell, society is able to suppress Malum and function as normal - for everyone besides Nix, a deviant refusing to take the drug who will do anything to keep his limited freedom, and a detective with a severe Quell resistance channeling their uncontrollable violent urges into catching him.
