Epithelial cells can develop as a result of laser eye surgery. Touch ups increase the risk of such complications. In laser eye surgery, the "eye flap" is a cut circular piece of outer corneal tissue that needs to be lifted to reshape the corneal stroma. This "flap" is still attached by a small hinge (excepted in cases like mine where it has to be completely removed for cleaning).
