The slums of Texas are truly lawless. While they are more advanced than most slums, that leads to horrible things. Horrible people everywhere, fighting to get special things, while there are others building their own. People being kicked off buildings, and thrown out of closed windows, and into pits, and the texas mafia playing a nice part in it.
