Most socialized hydrophin are bilingual, but Julienne wasn't socialized by hydrophin. There are going to be a lot of complicated feelings grieving the person he might have been, had he been able to feel good about growing up, instead of devastated. (Also lore! Hydrophin have small gills compared to their body size, so they can stay underwater for quite a while, but not indefinitely.)
