After a huge war the world is left is just crap. Only one major city remains, Eden. Being the only functioning city left it is considered to be paradise. Obviously the rest of the survivors would be heading towards this paradise on earth. But they aren't exactly welcoming. With resources being obliterated during the war the citizens of the Eden would not want any uninvited parasites sucking up what is left.
