After two bus drivers are shot dead, local authorities in Ciudad de Juarez, Mexico are looking for a woman in a blonde wig and dressed in black. The only clue to the murders is an email sent to police: "We were victims of sexual violence from bus drivers working the maquila night shifts here in Juárez.
