Beings known as Deviants possessing the power that distort reality have appeared throughout the world. Utilizing a subset of them, various nations have come together to form an organization known as the D.O.U to neutralize and capture these individuals. However; many are not willing to abide by the D.O.U's laws such as the Deviant dubbed "The Reaper".
