There are three rules to a deal: 1. Deals must not be made in wartime. Devils, those wretched, wretched dealmakers, must not walk the lands of war lest they be scorched by a thousand fires. 2. A deal by proxy is immoral; no devil should ever let one be made. 3. A deal must never, ever be broken. So says the code of devils, the words of the divine, the chorus of angels, and the rule of the empire. Let it be known.
