The year is 2056, and the coastal Japanese city of Ganbai is overun with criminal activity. Even corrupting the local police department, a crime gang known as the Vipers rules the city with an Iron fist and demolishes any opposition to their rule. However, things start changing when a 14 year old boy by the name of Kenji Kawada gets strange powers from a nuclear power plant meltdown. Kenji's expirience could be the end of crime rule as Ganbai knows it- if Kenji can train himself to fight it.
