Worldbuilding note: A "District" is what we would call a country and the capital changes based on who is elected Minister every eight years. Where they live becomes the Capital and receives more funds than the rest of Sarkos, explaining Elisa's middle-class attitude towards the poor, as for the majority of her life, she has never been poor, as she's lived amongst two eight-year Dübentern reigns.
